DA calls for corrupt eMalahleni managers to resign

The Democratic Alliance (DA) calls for the immediate resignation of eMalahleni Municipal Manager, Sizwe Mayisela, Chief Financial Officer, Jabulile Hlatswayo and Director of Corporate Services, Mandla Vilane, for fraudulently increasing their salaries.

According to a memo seen by the DA, on 1 March 2018 before her departure, former Mayor of eMalahleni, Lindiwe Ntshalintshali, approved salary increases for only three Section 56 managers. The increase came into effect in March 2018 and was gazetted without a council resolution. This increase excluded other Section 56 managers.

In terms of Section 54 & 56 of the Municipal Systems Act, Mayisela as acting MM was supposed to receive an annual package of R1.5 million, but was paid R1 885 277. Vilane and Hlatshwayo’s annual package was supposed to be R1,1 million, but they were both paid R1,5 million respectively. This is R400 000 more than they deserved according to legislation.

The DA called for a review of the salary packages of the three senior managers after it emerged that they received salary increases of nearly R400 000 while the municipality owes Eskom R2 billion. All these package remunerations excluded travelling allowances.

On 28 June 2018, an item was tabled in Council to officially appoint Mayisela as the full time Municipal Manager on the maximum remuneration package of R1 885 277 effective from 1 July 2018. But surprisingly – Council was not aware of the fact that he was already earning that salary of a Manager from March 2018.

The people of eMalahleni are still feeling the effects of Ntshalintshali’s corrupt leadership under her failing ANC. Ntshalintshali failed to tighten controls within the municipality which is why eMalahleni currently owes Eskom over R2 billion and service delivery continues to decline.

Ntshalintshali did however excel at rewarding herself and her connected comrades with money meant for the people of eMalahleni while the municipality collapsed under her watch.

The DA had previously called on eMalahleni Executive Mayor, Cllr Linah Malatjie to investigate the three managers and the procedures that led to their ridiculous salary increase. We are also calling for the immediate resignation of these three senior managers because as long as this municipality has managers who put their own greed before the needs of the people, we will not move forward.

Corruption has no place in our democracy. Only a DA-led government can stop corruption and speed up service delivery as we work together to Build One South Africa For All.
